Steve is a Fellow of the UK Chartered Institute of Procurement and Supply (CIPS) and a highly experienced international procurement professional with 34 years of global experience in public procurement. He possesses in-depth knowledge of procurement legislation, policy, institutional frameworks, and international best practices. Over his career, Steve has advised major institutions including the UN, World Bank, African Union, Inter-American Development Bank, African Development Bank, CARICOM and USAID. He has worked in over 50 countries across Asia, Africa, Europe, and the Caribbean, addressing diverse procurement issues such as legal reform, supply chains and logistics, e-procurement, compliance, audit, capacity building, and sustainability. Steve has led expert teams delivering complex projects worldwide—from supplying radiotherapy drugs in Sri Lanka and medical equipment in the Caribbean to delivering emergency power equipment for Ukraine. His technical assistance work includes drafting procurement laws and regulations, supporting monitoring and audit systems, leading complex tenders, and building institutional procurement capacity through training and mentoring. Steve combines strategic insight with hands-on expertise, enabling public procurement systems to become more effective, transparent, and resilient in delivering essential goods and services.
