Technical assistance was provided for the formulation of a comprehensive Public Financial Management reform programme designed to strengthen fiscal governance and institutional capacity. The engagement involved developing a detailed intervention framework, programme budget, and results architecture aligned with national reform priorities and international public financial management standards.

Analytical work included assessment of fiscal management systems, review of governance structures, and analysis of intergovernmental fiscal arrangements. Alternative implementation approaches were evaluated and financial analysis was conducted to ensure the programme design was feasible, results-oriented, and aligned with institutional capacity. The resulting framework provided a structured roadmap for improving fiscal transparency, strengthening public expenditure management, and enhancing accountability across government institutions.
