At GBPG we understand that evaluating institutional performance in multilateral and humanitarian settings is a complex business and requires a fundamentally different approach and a departure from traditional methodologies employed in national contexts. Multilateral institutions and international development organizations operate across diverse geographical and cultural landscapes and must balance the often-competing interests of multiple member states or donors, each with their own priorities, political dynamics, and accountability systems. The nature of their mandates dictates that performance is not solely measured by outputs or efficiency metrics, but also by less tangible and longer-term outcomes. These dimensions are inherently more complex to assess and often fall outside the scope of conventional performance indicators, requiring context-sensitive evaluation frameworks.

His expertise covers procurement, compliance, legal and contracting, and third-party risk management, together with governance and accountability reforms. He has undertaken advisory and staff roles with UNIDO, UNRWA, the Global Center on Adaptation, the European Space Agency, the International Atomic Energy Agency, the European Bank for Reconstruction and Development, the Asian Development Bank, the Commonwealth Secretariat, the International Criminal Court, and the Comprehensive Nuclear-Test-Ban Treaty Organization.
His work spans governance reform, audit response, and the design of institutional processes in highly specialised settings. He brings a comparative perspective on how multilateral organisations function in practice, combining formal frameworks with the realities of institutional culture. His approach ensures that organisational assessments link indicators and benchmarks with day-to-day operational dynamics, capturing both the systems and behaviours that enable—or hinder—institutional performance and results.

At the World Bank, he held senior positions that combined operational management with fiduciary oversight, including Director of Trust Funds and Partnerships, where he managed large-scale global initiatives such as the Water and Sanitation Program and the Korea Green Growth Trust Fund. He also designed the Public-Private Infrastructure Database, now the global reference standard.
Her advisory work spans UN agencies, humanitarian organisations, and international partnerships, offering direct insight into strategy-setting, resource mobilisation, and results delivery. He currently chairs the Technical Committee of the Global Water Partnership and serves on the boards of UNITAR, Global Water Challenge, Safe Water Network, and the Sanitation Collaborative Council. A consultant and governance reform leader with more than 30 years of global experience across multilateral development banks, UN agencies, humanitarian organisations, and governments. His contributions include advancing project management and procurement reforms with the Asian Development Bank, strengthening food security and social protection with the World Food Programme, and improving accountability and efficiency in humanitarian operations. At KPMG and later at GBPG, he drove institutional benchmarking and the adoption of best practices across sectors.
He began his career in the Indian Civil Service as Deputy Accountant General (Audit) and Under Secretary (Finance), where he built a strong foundation in accountability and oversight. Since then, he has held leadership roles across international financial institutions, UN agencies, and humanitarian programmes, consistently delivering evaluations, analytical studies, and lessons-learned exercises. He brings a trusted record of strengthening governance systems, institutional capacity, and sustainable development outcomes—ensuring that organisations meet donor requirements and deliver results effectively.

Her assignments include leading the EU Trust Fund–funded WE-RISE! programme in Sudan, overseeing monitoring, audits, and programme redesign during crises. Contributed to gender-responsive monitoring with SIGI/Jo in Jordan and led strategic reviews in Iraq with AICS Amman.
