He served as Chief Counsel across multiple regions, including Europe and Central Asia, Latin America and the Caribbean, Africa, and the Middle East, leading legal strategy and risk oversight for some of the institution’s most complex and high‑value operations. His work included directing the legal architecture underpinning World Bank assistance programmes to Ukraine during the war with Russia, with an aggregate development impact exceeding US$50 billion. Operating at the core of institutional decision‑making, Adam also advised the World Bank’s Boards of Executive Directors and Governors and played a senior role in shaping governance, accountability, and the integrity of development programmes.

Hilal Koçali

Hilal is a legal professional practicing international public, private law and procurement. During her tenure with the Turkish diplomatic service as a Legal Counsellor, she has led successful negotiations of international treaties as well as abroad procurement projects in various jurisdictions including Denmark, Australia and Thailand. In her role in Strasbourg, France, she specialized in human rights, verseeing diplomatically sensitive portfolios and strategic planning, and collaborated with national governments, European Court of Human Rights and Council of Europe. On behalf of the Republic of Türkiye, she successfully Council of Europe’s first legal instrument recognizing the right to a healthy environment. She is committed to the development sector, where rights-based approaches are essential to effectively prevent and address human rights violations.
